Principal Instructors

SEALETA principal instructors Frank Weicks, Hoang Ky Ly, and Rebecca Lomax bring years of law enforcement and social work/public health experience to their training work.  Their international experience enables Mr. Weicks and Mr. Ly to focus on “police training police”, giving them great credibility with police trainees from all over the world.  Dr. Lomax and Mr. Weicks present a multi-disciplinary approach to social issues in their combined trainings.

Our Experience

SEALETA has worked with the UNODC, the U.S. Department of State, the U.S. Department of Defense, law enforcement and judiciary from all six Mekong Region countries, governmental commissions, non-governmental organizations, and academic organizations in Asia and the United States to provide training.  SEALETA also works with private businesses and public entities to provide security assessments and consultations. 

Our Training Approach

SEALETA utilizes team teaching, a multidisciplinary team, and the case study method of instruction.
