About SEALETA

SEALETA was formed in 2006 so that the principals could pass along their extensive experience from long careers in law enforcement and social work/public health. 

SEALETA has expanded from a focus on law enforcement to a broader focus on law enforcement, social work, public health and university education.   Courses are designed according to the needs of the group; and range from investigatory skills to skills in providing assistance to the victims of crime.

SEALETA has trained law enforcement and military personnel in Thailand and throughout the Greater Mekong Region, including Laos, the Philippines, Indonesia, Cambodia, Myanmar (Burma) and Malaysia.  SEALETA has also trained university students from Thailand, Myanmar and the United States; and NGO workers, volunteers and Buddhist monks and nuns from Thailand, Myanmar (Burma), Laos, Vietnam, China, Cambodia, the United Kingdom and the United States.

SEALETA places and supervises select students from the United States who choose to intern at NGOs in Thailand.

SEALETA Key Personnel

Frank J. WeicksFrank J. Weicks:

U.S. Army veteran, twenty years as a police detective in New Orleans, LA, USA, specializing in child abuse and juvenile investigations, including children trafficked for prostitution. Later specializing in narcotics cases. U.S. court certified expert in all areas of child abuse and narcotics investigations. Over ten years with U.S. Drug Enforcement Administration in intelligence gathering and analysis. Extensive history of teaching and training law enforcement and military personnel, social workers, university students and NGO staff. In depth knowledge of Southeast Asia. U.S. citizen; resident of Thailand.

Frank J. WeicksHoang Ky Ly :

A native of Saigon (Ho Chi Minh City),Vietnam, Mr. Ly holds a bachelor’s degree in criminal justice and is a graduate of the prestigious Vietnam People’s Police Academy.  He was a police officer in Vietnam for seven years,during which time he was the Narcotics Attaché to the U.S. Ambassador to Vietnam.  Mr. Ly moved to the United States and joined the U.S. Drug Enforcement Agency as a special agent.  He worked for DEA for twenty-nine years, rising to become a supervisor before his retirement.  He is a U.S. citizen, and lives with his family in Thailand.  Mr. Ly has international training certification and extensive experience in international law enforcement training.

Rebecca Lomax, Ph.D.Rebecca Lomax, MSW, BCSW, PhD :

Dr. Lomax has extensive experience developing and managing treatment programs in the United State to address the health and mental health needs of at-risk populations.  Writer, lecturer and consultant, she specializes in training on human trafficking and other social issues in Southeast Asia. She is a consultant and evaluator to anti-trafficking organizations in the region, and supervises selected interns.  A citizen of the United States, she lives in northern Thailand.
